Can foster care payments count as income when I apply for a mortgage?

Short answer

Yes, on a Fannie Mae loan. Payments from a state- or county-sponsored organization for providing temporary care can count as stable income. Two years of fostering is expected, but 12 months can work if foster care income is no more than 30 percent of the income you qualify with. The lender averages the payments over 12 or 24 months.

What papers will I need?

  • A letter from the agency verifying the payment amounts.
  • Proof you received the payments for the last 12 or 24 months, such as bank statements or deposit records.

In New Hampshire, foster care is overseen by the state's Division for Children, Youth and Families, often through licensed agencies, so ask whoever pays you for the verification letter.

How is the income figured?

If the payments are steady or rising, the lender averages the last 12 or 24 months, matching your history. If they've dropped, it averages the most recent 12 months. The lender doesn't have to prove the income will continue unless there's a reason to think it won't.

Will the home need extra bedrooms?

The lender doesn't set a bedroom count. Agency licensing rules may, so check with your agency before you shop. Use the payment calculator to see what fits your budget.
